I reverted to using the file-sytem explorer to set up
a new struts-project’s libs and tld’s, because I could not get

    Window > Preferences > MyEclipse > J@EE > Struts

to put the libs & tld’s for Struts 1.1 into my project’s /WEB-INF/..

On the struts.style tab the copy struts libs, copy tlds, and add
action servlet chekboxes are all checked.

On the struts 1.1 tab, I listed all the jakarta 1.1 jars, and tlds.

I clicked the apply button, and OK, but no struts artifacts showed
up in the navigator, or the filesystem. However my struts preferences
    are persistently recorded.

Am I wrong to expect the struts tab to place stuff in /WEB-INF/.. ?

    Bill.

    Bill,
Once you have setup these preferences, you need to right click on your project’s root, go down to MyEclipse and click on “Add Struts Capacbilities…” at this point all libs and tlds (if specified) will be copied into your project and added to the build path.
