Thanks for this post. I had the same problem loading 3.1M4 and removing the eclipse/configuration directory worked.

to all who got this error :

This error comes when you run Eclipse.exe

to solve this check the extracted files of Eclipse SDK
and Verify them with the zip contents.

not all files will extract when you extract them (mainly check plugins folder). i faced this problem in WInXp. and solved by extracting the missed ones.

check this. or else some other problem.
